M. Jane Baynard, 55, of Cambridge passed away Tuesday, November 11, 2014 at John Hopkins Hospital. She had been hospitalized since November 7, 2012 after going in for a routine test.
Born January 30, 1959 in Chestertown, she was a daughter of the late Madelyn Marvel Davis and Joshua E. Davis. After graduating from North Caroline with the class of 1977 she continued her education at Chesapeake College majoring in Business Administration.
After her schooling she worked with Black and Decker, Wildlife International and then became the Executive Director of the Mid-Shore Multiple Listing Service. Jane was hired by Dorchester County in September of 1996. She became County Manager in January of 1999. As County Manager she oversaw the day to day operations of the entire county government. Jane considered becoming County Manager her greatest accomplishment and was so honored to serve. She worked for the elected County Council and was an asset in this role to both them and the citizens of Dorchester County. She retired September 1, 2014 due to her health.
Jane was a 2003 Graduate of the Institute for Governmental Service’s Academy of Excellence in Local Governance. She graduated from Maryland’s Shore Leadership in 2000. She was also a member of American Society of Association Executives and the Eastern Shore Association of County Managers/ Administrators.
Jane was a lover of animals and a staunch believer in animal rights. She was a rescuer of both dogs and cats. She leaves behind her two beloved dogs, Bernie and Egypt.
As a hobby Jane enjoyed collecting Teddy Bears and Longaberger Baskets.
Surviving is her twin sister Myra Jan Legg and her husband William; brother Jim Davis and wife Gloria; a special niece that she loved as a daughter, Heather Legg; niece Vickie Petersen, her husband Mike and children Laurel and Colin; nephews Scott Davis, Brian Davis and wife Danielle and their daughter Sandi; close cousin Janet Bishop.
The family will receive friends Wednesday, November 19, 2014 from 6:00 till 8:00 p.m. at Newcomb and Collins Funeral Home, P.A., Cambridge.
A funeral service will be held Thursday, November 20, 2014 beginning 11:00 a.m. at the funeral home with Pastor Dave Stewart officiating. Interment will follow at Greensboro Cemetery.
Serving as pallbearers will be Commissioners William Nichols, Rick Price, Jay Newcomb, Ricky Travers, Jeff Powell, Glenn Payne and Glenn Bramble.
Honorary pallbearers will be Effie Elzey, Libby Nagel, Dave Yockey, Tom Bradshaw and Steve Willey.
In lieu of flowers memorial donations can be made to Kitty City Rescue, PO Box 1259, Cambridge, MD 21613.
